Treaty 2 Territory – The Grand Council (Peoples) and Treaty gathering at Lake Manitoba last August 2019 passed some strong resolutions after two days of discussions.
The resolutions are based on the discussions by the Councils, members who attended. Like the Governing Council, all resolutions are based on the current discussion. After the 7 August 2019 Governing Council, all Councils were mandated to look after specific areas within the FNT2T government structure.
Staff have been asked to support the Councils by working to implement the resolutions that were passed. This is not done alone—the Executive Council signs off all tasks and gives senior staff the mandate to support process.
FNT2T’s Governance Structure:
- Grand Council comprised of FNT2T Membership, it meets annually to discuss current collective business, pass resolutions and vote on laws;
- Governing Council is comprised of the Chiefs Council and a Chairperson from each of the Knowledge, Men, Women and Youth Councils, it meets 4 times a year to provide direction to FNT2T and draft laws and resolutions to be presented to the Grand Council;
- Executive Council is comprised of four Chiefs from the Chiefs Council, it reports to the Governing Council, it is responsible for implementing the resolutions and laws passed by the Grand Council and the administration (day to day business) of FNT2T;
- Chiefs Council is comprised of a Chief/Headman from each Local Nation, it is mandated to protect inherent and Treaty rights and ensure implementation of Treaty;
- Knowledge Council is comprised of one appointed member who is a Knowledge Holder and/or Keeper (includes Elders) from each Local Nation, it provides recommendations and guides all Councils in their deliberations by a member participating in all meetings;
- Women Council is comprised of one appointed member from each Local Nation, it advises and makes recommendations regarding children, families, health and wellbeing;
- Men Council is comprised of one appointed member from each Local Nation, it advises and makes recommendations regarding lifelong learning, justice, peacekeeping and other matters;
- Youth Council is comprised of one appointed member from each Local Nation, it advises and makes recommendations regarding sports, recreation and games, with one representative to attend all Council meetings.
