Treaty 2 Territory – Policy Keeper (Analyst/Specialist) will work collaboratively with the Government of First Nation in Treaty 2 Territory (FNT2T). The main role of the Policy Keeper is to coordinate, research, analysis, development and implementation of law development, strategic policies and writing for First Nations in Treaty 2 Territory (FNT2T) and Anishinaabe Agowidiiwinan – Treaty 2.

ACCOUNTABILITY
The Policy Keeper (Analyst/Specialist) will report to the Government of First Nations in Treaty 2 Territory through the Administration in any and all aspects of the duties supporting all functions by ensuring the work is meeting the directives of the Government of FNT2T.
DUTIES AND RESPONSIBILITIES
- Researches and analyzes draft laws, policies, guidelines, quantitative and qualitative data and identifies existing, emerging and anticipated issues as well as data to support proposal preparation, advocacy and/or developmental activities that will affect First Nations in Treaty 2 Territory;
- Compiles various sources of information and data as required by the Lead Keeper and prepares briefing notes, reports, forms and templates and other documents as required;
- Evaluates existing policies, programs and processes to determine their effectiveness and meeting the governments priorities;
- Provides support and coordination when necessary for special projects, conferences, workshops, working groups and other directly related planning and program activities;
- Participates and initiates in the development of objectives for new policies and develops terms of reference;
- Leads in the discussions and explanations of complex policy concepts and developmental processes, risks and opportunities to all stakeholders;
- Supports the completion of Memorandums of Understanding (MOUs), Impact Agreements and other forms of agreements required to ensure clear roles and responsibilities;
- Conducts environmental scanning exercises and research in cooperation with other departments/divisions;
- Posts regularly stories from each meeting and weekly blogs as communication tool;
- Work with our Circles and support the function of the Councils;
- Travel as required;
- Performs other related duties as assigned.
COMPETENCIES AND QUALIFICATIONS
Candidates must possess the following skills and attributes:
- Bachelor degree in Social Sciences and Humanities, Indigenous Studies, or a relevant education or years of experience;
- Experience in law development, creating policy including analysis, evaluation and development;
- Knowledge of current events, political factors and issues of the day affecting FNT2T;
- Excellent analytical skills, as well as a demonstrated ability to express ideas, negotiate and communicate effectively; and the ability to analyze critically and suggest an appropriate means of action;
- Proven exceptional verbal and written communication skills;
- Excellent interpersonal communication skills and ability to work as a team player to effectively interact with elected officials, staff, media, service providers, and government agencies;
- Highly motivated and ability to work in demanding and fast‐paced work environment.
- Exceptional organizational and time‐management skills and ability to prioritize multiple tasks to meet strict deadlines;
- Self‐motivated and ability to work with minimal supervision.
- Knowledge of Anishinaabe language and understanding of culture and tradition an asset;
- Valid Class 5 driver’s licence and own vehicle;
- Sign off on Employment Policy and Oath of Employment;
- Maintain confidentiality with a high level of accuracy regarding information.

Backgrounder: On 12 June 2018 the First Nations in Treaty 2 Territory Government was formed. The Governing Council passed Resolution 2019-08-07-001, Transformation of Governance, be it resolved the revised FNT2T Government structure is accepted by the FNT2T Governing Council in order to restore our original ancestral structure and open our arms to all Local Nations in the territory.
