Treaty 2 Territory – The Administration and Finance Committee met to continue to move the busy agenda items forward which includes; finalizing the Terms of Reference, Administration Reporting, Budget Review Financial Statements, Internal Audit, Financial Administration Treasury Law and structuring the Infrastructure, Programs and Services (IPSs) with the Local Nations. The Fiscal Agreement with Canada is a low hanging fruit strategy and will get rid of ISC and go directly to Canada’s treasury.
The capacity building that is being implemented for November will include the Life Long Learning Lodge conducting a certified diploma program that will prepare our financial administrators and circle members to manage the dollars coming from FNT2T’s treasury such as the trust, land trust and IPS’s.
The Financial Administration Treasury Law continues to be worked on along with the structural readiness of the Trust and Treasury.
The Government of First Nations in Treaty 2 Territory (FNT2T) has given Anishinaabe Agowidiiwinan Secretariat the mandate to the management of administration and the delivery of its support services through the Anishinaabe Agowidiiwinan – Treaty 2 and First Nations in Treaty 2 Territory. As such, the member Local Nations expect sound, transparent and accountable management of all administration and finances which will be according to the Government of FNT2T Financial Administration Treasury Law.
The Administration derives its mandate from Resolution 2019-08-07-001 Transformation on FNT2T Governance and adopted by the Grand Council of Anishinaabe Agowidiiwinan – Treaty 2 as follows; 2019-08-27-001 – FNT2T Grand Council supports Government of FNT2T decisions made during 2018-2019. Our authority is based in accordance to the Government of FNT2T and the Financial Administration Treasury Law.
The Administration reports to the Executive Council, Administration/Finance Committee and advises our Keepers and Helpers within the administrative and financial operations of the Government of FNT2T. This process supports administrative steps with the four (4) core areas such as; Communications, Corporations, Finance/Policy, and Operations. Operations include; Regional Offices, Circles and Local Nation Helpers. Our Circles although under operations clearly breath on their own and will have its own administration once incorporated under FNT2T law.
