Treaty 2 Territory – The role of the Bear Circle Keeper is to oversee the Implementation of Peacekeeping in Local Nations in the Treaty 2 Territory.

DUTIES AND RESPONSIBILITIES INCLUDE BUT NOT LIMITED TO:

o Principal Bear Circle Peacekeeping (policing) Keeper, primary function is development and implementation of Peacekeeping services in the Local Nations as per the Peacemaking Law;
o Providing leadership and strategic planning to mobilize Peacekeeping efforts through engagement, policy development, training, and operations.
o Providing expertise and support to Local Nations that improves community safety and well-being;
o Interpreting data, policies and procedures to obtain cooperation, strategies, and establish supportive relationships;
o Developing or encouraging development of outcome measures;
o Assessing and identifying training needs, assisting in developing curriculum and delivering training for Peacekeepers.
o Ensures the work plan, proposals(s) to reports to the Peacemaking Keeper are completed in a professional and timely manner;
o Performs other related duties as assigned by the Peacemaking Keeper and Lead Keeper.

COMPETENCIES AND QUALIFICATIONS INCLUDE BUT NOT LIMTED TO:

o Post secondary education diploma/degree program in Law Enforcement or related field preferred; equivalent combinations of education and experience will be considered;
o Experience in community development and engagement, leadership and strategic planning with First Nation communities;
o Consulting, collaborating and maintaining harmonious and productive working relationships with T2T government and non-government agencies, communities, First Nations and stakeholders;
o Verbally, and in writing, communicating information that builds support, educates and promotes understanding;
o Accurately identify and apply policies, agreements, laws and regulations;
o Applying community development approaches to conduct community consultation, provide leadership on project and program design, and manage large and Local Nation Peacekeeping delivery;
o Building support for and promoting alcohol and substance misuse management and community safety and well-being initiatives and providing oversight of alcohol and drug strategy and community safety and well-being frameworks;
o Experience in traditional healing programs, indigenous policing service models, inherent laws, and policy development.
o Excellent interpersonal communication skills and ability to work as a team player;
o Knowledge of Anishinaabe language and understanding of cultural traditional frameworks and values an asset.
o Familiarity with Share-Point, Microsoft Teams, and Zoom meeting functions.

CONDITIONS OF EMPLOYMENT
o Must pass a satisfactory criminal records check, child abuse registry check and
vulnerable persons check.
o Must maintain confidentiality in accordance with Government of T2T requirements.
o Must abide by the Lateral Kindness Law.
o Ability to travel required, a valid Manitoba driver’s license, and access to a vehicle.
